19. Sao Paulo, Brazil

A pedestrian walks near a painted mural by Francisco Rodrigues da Silva, known as Nunca, in the Liberdade neighborhood of Sao Paulo, Brazil, on Thursday, Aug. 7, 2008. One month after Otavio and Gustavo Pandolfo painted the river facade of London's Tate Gallery for an exhibition of street art, their hometown took gray paint to one of their 680-meter long murals to comply with a law that aims to clean up the city. Following an outcry from graffiti artists -- including the Pandolfo brothers, who are internationally recognized by the moniker "Os Gemeos," or "the twins" -- the city government is rushing to register works of graffiti art that it will preserve.
